I just found many people unable to verify their Skrill account with Payoneer MasterCard. The thing is, the amount that the payoneer card shows in transaction is not accepted as the true value in Skrill when we try to verify this.
The reason that the amounts don't match up is because Skrill is making the charges in USD from an international processor, which is causing a cross border fee to be applied to the amount. This is generally ~1.8%.
Actually I figured it out how to calculate the real amount without guessing and waiting. Some of you may have already found this, but I thought to share it since this may help our members in someway.
The first thing is just go to your transactions and find out the value that payoneer have charged from the card. its usually less than 2.99 USD. So after you found that amount simply substitute it to the following formula;
let X = the amount shown in payoneer transaction page which Skrill have charged you.
( X/101.8 ) * 100 = Y
here Y is the real amount that Skrill have charged from you. So when you try to verify your card, add the 'Y' value in Skrill to verify your Payoneer card.
And also, if there are more than 2 decimals, round up in to 2 decimals when verifying your payoneer card in Skrill.
And also another thing I thought of mentioning, sometimes 1.8% fee of Skrill may vary to 1.9%. So I think if you do the math part using 1.8% first and fail to verify, then you should try to use 1.9% fee rate. One of these must give you the correct amount that Skrill have charged from your payoneer card.( for me, it was mostly 1.9%)
In other words,
if X = amount indicated in your transaction page in payoneer saying Skrill has charged you.
- Method 1 : (X/101.8 ) * 100 = Y
if method 1 failed then try this method 2,
- Method 2 : (X/101.9 ) * 100 = Y
Y = The amount you should add to Skrill to verify your payoneer card.
As said earlier, you should round up to 2 decimals when adding the amount to Skrill to verify your payoneer card.
If your first attempt fails (lets say you used method 1 here), i.e. the amount you entered (after doing the calculation) to Skril in order to verify payoneer card gets wrong, then you have to wait for another 24 hours (a day) and then use the other method and enter the value calculated. One of the above two methods must give you the correct value! (so you can verify the card within 1-2 days ; if 1st attempt gets right, just in seconds!!)

Of course, before doing these all, you MUST WAIT TILL THE VALUE THAT SKRILL CHARGED YOUR PAYONEER CARD APPEARS in your transaction page!!
NEVER TRY TO GUESS IT before it appears on the page!!!!

Simple For New mooneybookers holder. I suggest first open the calculator and put amount who has charged in payoneer transactions history. For Example My 2.27 dollars shows the payoneer system i put this amount in calculator 2.27 and after that Distribution (i mean click on numpad this / symbol button) 101.9 so amount is shows 0.0222 and then this amount multiple with 100 (mean click on numpad this * symbol button) and now exact amount is shows which have 2.22 so put skrill this amount if not work. So plus 1 cent more (i mean 2.23) So after that your account is verified .
My amount is 2.27 but your is changed you put those amount in calculator and final amount put in skrill .
